Belinda C. Melton
CO-FOUNDER, BOARD MEMBER, PRESIDENT AND CHIEF EXECUTIVE OFFICER
Belinda Melton co-founded Excel Protective Services, Inc. in 1998 as a Woman Owned Small Business (WOSB) with the goal of marketing a variety of services to the United States Government. Her background includes working for a large government contractor in the Security, Safety and Quality Assurance functions at White Sands Missile Range before pursuing a career as a Certified Public Accountant.
She has over 25 years of experience in management and finance and is the corporate Treasurer and Chief Financial Officer. She oversees all financial reporting and tax compliance at the Federal, State, and local levels. She also supervises all payroll function for our team members who are located throughout the United States. In addition to being a Certified Public Accountant she is a Certified Fraud Examiner. She is licensed to practice in New Mexico and Nevada. She is a member of the American Institute of Certified Public Accountant, the New Mexico Society of CPAs, and the Association of Certified Fraud Examiners.
John D. Kubiak
CO-FOUNDER, CHAIRMAN, TREASURER AND CHIEF FINANCIAL OFFICER
John Kubiak co-founded Excel Protective Services, Inc. in 1998 with the goal of establishing XCEL as a provider of security services to the United States Government. Today the company is twenty years old and has successfully performed security contracts for the United States Navy, Air Force, Army Corp of Engineers and the Department of Homeland Security. He recently reorganized the Company to assure continued excellence in providing security services including adopting state of the art guard management software.
John is active in community affairs and was appointed by the New Mexico State Governor to the Board of the New Mexico Lottery Commission and is Chairman of the Board of a Tribal owned corporation that operates several businesses including a casino and convenience store. He is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants and the New Mexico Society of CPAs.
Michael J. Terry
Director of Operations
Michael Terry Joined Xcel Protective Services, Inc in 2005 as Project Manager of a large security contract in the Pacific Northwest. He is currently the Director of Operations and leads the Company’s security teams and supervises compliance with Federal, State and Local rules and regulations. In addition, he oversees compliance with all government contracts provisions and deliverables.
He has over 29 years’ experience in law enforcement and contract security, four of those years have been as an International Police Officer. Positions held include; Region Manager, Project Manager, Surveillance Officer, Criminal Investigator, Intelligence Officer, Chief Deputy, Detective Sergeant, Patrol Sergeant, Deputy Sheriff, and Patrol Officer. Michael has Investigative experience gained through both patrol and case assignments. His management and supervisory experience have been gained through assigned positions in law enforcement, International police missions and contract security.
